Is there a way to allow promotions from rookie to pro and block promotions to elite ?? 

Mines a new league we only have 3 teams in the pro and didn’t want it to happen again in the next season 3 go up to elite 4 come up to pro !!!

For promotion to be enabled you need minimum 8 teams in rookie and pro level for them to get promoted or no promotion takes place.

I assume then that the 3 people in the pro league won’t get relegated either ??

That's correct.

For relegation to happen a tier even has to be almost full so the last team(s) are inside the normal relegation spots (below the red line: Pos 15 and 16 for 2 car leagues and 29-32 for 1 car).
