Driver health /practice

I’m doing my prep for next race 
I’ve trained my drivers to the max and health is low 

Is this low health going to influence practice  times ? 

So this just adds another level of consideration to the game , you can sandbag on low health or plan around your drivers health 

In my experience, it does not. But car repair items do effect practice times. Such as engine replacement. 

What is the minimum health needed for practice to be effective?

I would certainly take his word over mine
