Upgrading parts past 100,

Can I have a part over 100 points.

At this time let us say I have +10 to Brakes, I upgrade to 90 and it show 100. I upgrade to 95, it shows 100. Now is it 100 or 105 because of bonus +10.

Currently I have 100 points and 12 teams have better brakes?

Max limit is 100 you cannot go over this. If you have a supplier bonus of +10 on let's say Acceleration then stop at 90 because anymore there and you are wasting those design points.

But the only thing that threw me off, is that I was at 100 with bonus. Researched it and after the race, the game gave me another 5 points? I was not red stating it is unlikely I would gain benefit. Should the game not know I am at my max and give me points to go over 100?

It's all in your statement there, when you do research on the area you have the bonus points the research will still work until actual design points hit 100 without the help of bonus points. So let's say in your example actual design points were 90 for braking but with bonus of +10 braking went 100 overall. If you research braking then you will still get points but you shouldn't be doing research in that area as it's hit 100 max limit with help of bonus. 

Is this answer the same for pro level where 80 is the max?

No pro and rookie exceeds their design cap limits so rookie tier is at 50 and pro is 80 but elite is 100 and cannot go over 100. So for rookie if you have a bonus on braking +10 plus base design at 50 then it's 50 + 10 bonus gives you 60 for braking overall and same for pro so 80 base design + 10 bonus for braking takes you to 90. Elite if base design is 100 then the bonus +10 won't be added to already 100 so bonus +10 are wasted.
