can someone explain to me how this game works
im a level 18 team thats maxed out with stats and my driver although lacking a little experience has its stats maxed out
yet a team level 16 running a lap less fuel is 1 second a lap quicker is this normal and if it is whats the point in upgrading
have i got this wrong or is there a logical explanation
i know this looks like sour grapes but its far from that i just want to understand how this can happen.

That's the tricky bit in this game. Is it normal under same conditions: no; Is it normal: Maybe, it depends on the conditions; Can it happen: Yes
The fuel alone isn't responsible for this, but it adds a little bit. But then the tricky questions start: Obviously, who had how much DRS? In which positions each of the cars was relative to each other and the cars around them (dirty air)? Which compounds were used and in which state were the tyres of both cars (wear and temperature)? Which push level(s) were used by both cars? Which design stats both cars had for that race? I'm probably even forgetting something.

Yes, and some of those variables are hidden and have to be guessed. That's why it's so important to live manage in this game. To get a feel how a race flows to both get in-race decision right and also know how to adjust the strategy accordingly and how to use the others to your advantage (like getting DRS by a group of cars that are, at moment, faster than you) and what's likely to lead to a disadvantage (like getting blocked in your fast laps by a group leaving pits in front of you).
But no worries, it's not rocket science. There are things to learn like how fuel weight, the different compounds and their wear affect your race to make the right strategies. The rest does experience and be not afraid to experiment, even though it seems not likely to go well. In the worst case learning how to do damage control in a race going wrong leaves you with a very valuable asset. ;-)

i understand that but when a driver 2 levels below passes you like your not there with same fuel level whats the point in upgrading

Andrew without a much more detailed description of the situation it is impossible for anyone to give you a definitive answer. There are so many variables at play with not just fuel levels of importance. for example what tyres were you both on and how old were the tyres ? Was DRS in play ? was either driver carrying extra weight (this can make a big difference. How old were the two drivers ? What were the tyre temps when this happened (if you were running overheated tyres this massively effects your speed). So although an interesting question it's not one that can be answered with 100% certainty. All I can say is by NOT upgrading you will never reach the top level of the game. Don't get hung up on this one point and just enjoy the game as a whole.

it is probably the only answer if im honest im at a loss tryin to get answers with the game on all the variables and to be honest theres not much explaining the variables and what they mean
in this case there was no drs it was the second to last lap so we had the same fuel the only difference would of been that my tyres were a couple of laps older
anyway thanks for getting back to me much apreciated
