There's no limit until the drivers themselves max out. There's only a soft cap that once a driver exceeds the managers level one training/click only yields 3(% towards the next skill up) of progress.

That would be correct Andrew.

I'm lvl 17  and one of my driver's trained to lvl 19, the other lvl18

Hope that helps.

Ye but kind of makes a mockery out of levels if a team goes to level 18 say and can only buy a driver or staff at level 18 why is it fair that a team say level 15 or 16 can train a driver to level 18 i just dont get it anyway thanks for getting back to me

Idk about fairness Andrew, It cost a lot of cash to continue to train a driver past the player's level. With the soft cap in place, it  takes forever to train the same driver as you would a driver of same or lower level as the manager. In short, one has to be committed to that driver to continue training him/her.

On the other hand, a driver's ratings is only relative to their talent level...

It costs a lot of time to train a driver such far. With doing the same the higher level often can train his drivers higher as well and keep the distance. In case of that level 18 example that's of course not possible as such a driver is likely to be maxed out. But that just means that a level 16 or 17 about reached the end game driver wise which leaves only the handicap of the weaker HQ.
