Hi folks,
I've had my development set to focus on next years car since the first race of the season. This is the same strategy I used last year and I ended up with a car that had 60% average on parts.
So here we are, nearly two thirds of the way through the season, and none of my next year ratings are into double figures. Same number of designers, same boss increased training.
What have I done wrong or not considered?

The higher your car is "this season" .. the slower the design will be for it will be for "next season"
EG If you have a 1% car now, you can get a 100% car in a matter of 10 days. If you have a 100% car now, you can only reach something like 2% in 10 days.
It's all about finding the right balance.

I have had my car on full next year development with at least 12 people on each part and I am well into the season (great britain) and have no development on next years model? Why might this be?

Do you currently have a high % car? If your car is too high in design then you need many more designers per part (sometimes up to 40+ per part) so you have to rotate them daily.

Yeah, my car is 100 %. But All of next years parts are 1% 8 races in to the season. That is not a single percent. How can that be right?

Adam, where is the button on the slider for design emphasis?

All the way to the right (for next year)

If you have a 100% car this season then chances are you're going to need to set about 40 designers per part to get that part overnight, and even if you do that, you will only gain 1%.
