When I decide to leave one league to go to another, is there a way to avoid being penalized? If I wait for the end of the championship, I think that I should not have any penalty, is this correct ?

It depends. The often biggest penalty, your car design progress, is not decided when you leave but at which point you join your new league. If you also join during the season break before the first race then your design is, as long as it's not a brand new league, as if your currently active CD was active for a full season. So depending what CD(s) you used during your last season in the old league that design can be better, the same or worse than the design you'd have if you continued. If you join somewhere mid season your design is quite heavily penalised.
