Exp staff

It could be a stupid question but does the experience in a staff member influences on something?

Like I see 5 stars staff with low experience and 4.5 stars staff with 20 in experience? Which one is better to buy? low or high experience? and from there low stars with high exp or high stars with low exp?

Main thing to watch for is stars, higher star number is better.
