So I keep a close eye on the transfer market as I progress through the lower tier levels and I noted over the last day or so there is a constant stream of drivers being added with no previous teams and with all stats at 7's.

Is this something that happens periodically due to drivers retiring? Do the game devs see the numbers from retirees then add new blood to keep a balance? 

Just wondering really, cheers

Yes, the game generates new drivers and staff if there's a lack of free ones to keep the transfer market stocked. That can be due to growing player numbers and to replace the drivers and staff that retired and also the ones being stuck in inactive teams.
