Had a couple instances now where Ive set my driver strategy after doing my practice laps and such.
About half hour before the race, I go back and double check my strategies and the fuel consumption per lap has changed.

So instead of running a 11.0-11.0-17.1 race.. (dont remember exactly);
Its set to a 10.9-10.9-17.1 race. So had I not double checked, basically the race would have been screwed.

But where did that .1 go? Weather? Makes me not want to run .0 excess stints

It's calculated from your practice laps. If you do two practice runs, and suppose on the first lap your fuel consumption was 2.56L, and on your second lap your fuel consumption was 2.57L, that can be the difference between a 11.0 lap prediction and 10.9 lap prediction.

But it's only a prediction. Come race day it's the actual fuel consumption that matters.

Alright, seems to solidify my thought of running #.1 stints then haha
And pushing uses some excess fuel as well?

We just ran Monaco and I realized it was basically a SS, PL5 race xD

I never use the game's prediction. I always calculate it from the practice lap info. From my experience, you burn 5% more fuel than the practice lap if you use pl5.

Noticed this behaviour of the game as well that sometimes with lap numbers that are X.0 after leaving the next race page and returning it switches over to X-1.9. It seems entering the page handles the rounding of numbers slightly different than the one used for calculating that number when setting the fuel. But it's just a visual thing as the litres of fuel remain untouched and it's those you set for and bring to the race, as mentioned the number of laps is just a prediction given the results from the practice laps (Neutral push). 
So if I'm not planning on going high or very high push all stint, so most of the time, I usually end up setting a fuel amount that leaves me a prediction a few tenths of a lap short of the desired number, but as a result a running out of fuel message from the car in the pit lane isn't exactly a rare event.

Yea, that's precisely what I mean Frank. Not so much in the race, Ive never run out of fuel other than coming into pit lane. Just the odd rounding when leaving and reopening the next race page. Even some drivers, the stint will say 12 laps, and when selecting to edit the fuel amount says it predicts 13.0. So they must be using different variables for the predicted laps and what the stint says.

I'll probably start calculating it manually as per Jason's suggestion.
