I have won 3 seasons came in 3 the season befor but a few have went pro in my league.and we all have similar stats.

For promotion to be active you need minimum 8 teams in an tier so in your case there needs to be minimum 8 teams for full season in rookie tier and then top 2 will get promoted to pro. There are just not enough players in your league. Perhaps finding a new league with more players might help you get promoted up tier quicker.
