we have had a load of new entrants into our league. Great stuff. 
It looks as though we will have promotion slots into Elite (9/16 teams). 
I’m only lvl 7, and currently top of standings in pro. Clearly not ready for elite. But - can I promote, or is there a lvl cap?

Yes, you will promote to Elite, and you cannot avoid. No level cap.
