Advice with a 2 tyre rule problem for hosts

I have a player that didn't do practice but attended the race then left the live race but while he was live he change the tyre choice on one of his  cars as follows

Driver     start      stop 1        stop2
1                 M            S               M
  2               M            M              M

I'm I right giving his second driver a penalty for not using the 2 tyre rule because if he change 1 he could have changed the other
But if he had not changed any then I wouldn't have given a penalty for attending the live race
Would other hosts give a penalty?

He attended the race and made the effort to change one of his cars strategys, so i don't think he should get a penalty

No I would not give him a penalty.
He never set up. That a penalty right there.
And dude it was Monaco 😂 Mediums at Monaco your are doomed before the race starts. 
Add to all that he finished two laps from the lead way down the field.
Now you can be hard and give him a penalty but do you want to keep him in your league?? I know if you penalized me for that and where I finished I be looking for a new league.
Now if he finished in the points then different story.
So Chaz as a good host this is where you need to cut some slack. after all if he never logged into the live race for those few minutes you would not do anything I would hope. 

In one of my leagues, we have a rule that if the driver finished P16 or above without abiding by the two-compound rule, the driver gets a penalty.

Thanks for your replies, I put it to a league vote and there was only 1 vote in it, the no penalty vote won.
I let the league decide as I'm just the host and I listen to what they say and I do votes so everyone as a say in what happens
