Why has one team in our league got ballast put on their cars? His team is level 9 a level higher than all the other teams in our championship. What are the circumstances that cause ballast to be put on a teams cars?

Hi Jason,
Any team in rookie above level 8 and in pro above level 14 will receive ballast to keep racing fair.
You can read more about how ballast is exactly assigned in section 2.6 and 3.1 of the in-game help ("?" icon at the bottom of the game menu).
