I've flagged this for escalation to the iGP team. I know they're already aware of this bug but AFAIK they haven't yet worked out what is causing it.
I'm sure you and your league host know how to fix it. Ask the manager to leave and immediately rejoin the league during the inter season break and this will reset the cars to a normal design based on the attributes of the active CD.
If the manager refuses to do this then it's up to the league host as to whether he wants to force the issue by kicking the team who have benefitted from this bug and allowing them to rejoin with a standard design.
Edit: The acceleration is the issue here, it is possible that the manager can have 50 in two attributes if they are using multiple CDs.

Dang, just seen it :-D Can a stats correction be in place before Monday (season start)? I'm not 100% sure if the manager with the bug has used multiple CDs, hence the default way (leave and rejoin), may unfairly disadvantage him, if he has used multi CDs.
As well as the ACC being around 75-80, the Cooling, for some reason, is higher than 50...at around 53.

Hi Peter, you can ask the manager to re-join the league. Can you tell me which manager has the unusual Acceleration design? If they used more than one Chief Designer I can supplement their design after they re-join.

Hi Yunus, the manager with the promoted stat glitch has rejoined. Not sure regarding the multi-CDs...appears not to be the case.
