Well it didnt happen before but now after i came back in this game, when i launch livery editor it loads and car shows up but it freezes there and i can still move my mouse but it gives huge delay and full pc freeze to the point that its unusable, how to fix this?

Core 2 duo e8500
old nvidia graphic card quadro series 2000 i think
Livery loads without any problem just when car appears it gets me extreme lag & freezes pc until i close it
GOOGLE CHROME
P.S: I tried opening it through mobile it worked perfectly fine

Could you please enter into the Chrome address bar chrome://gpu and check if most entries under Graphics Feature Status show 'Hardware accelerated'? Maybe some issue causes the Livery Editor running on software rendering and your CPU isn't up to the task of doing that.

On general hardware acceleration looks to be enabled and that means I'm at the limits of my knowledge. Still, the Multiple Raster Threads being disabled should slow down website rendering but I don't know how that affects the livery editor. Also Rasterization unavailable is unexpected, I suppose Hardware is enabled but not supported, but again if there're problems there I'd rather expect sluggish browser performance in general, especially on animated websites, but can't say how it'd affect our editor in iGP.
So if you feel like experimenting you could try some things, but I don't know if they help you with the problem here and it's always possible that meddling in those things can have undesired effects elsewhere with your browsing experience:
For Rasterization you could check chrome://flags and search for GPU rasterization and disable it, also you might check 3D software rasterizer and enable it to allow a fallback to software there. Then there's the Zero-copy rasterizer option which should be either default or enabled when using software rasterizer but not disabled.
If after relaunching Chrome Multiple Raster Threads is still showing disabled you can search for the setting Number of raster threads. If it's set to 1 for some reason then you can try default, else try to set it to the max of 4 which's also a general tip in most guides to speed up Chrome anyway.

when i make minimize the livery editor it works fine on small screen but on full screen it lags
