I’m still new here, about to finish my second season on iGP. I have searched and didn’t find much on the topic:
What specifically happens when I put one of my own staff on my short list? Teach me like I’m completely ignorant, please! I’d appreciate any help on this!

Nothing really happens. The only important thing is it tells you that they’re on sale from another manager. It’s very useful if you want a staff or driver from in your league.

The big advantage is that if you accidentally allow the contract to expire, or sell them and some time later decide you want them back it makes them very easy to find.
You can also follow their progress with other teams if that sort of thing interests you.
But be careful with Drivers, don't let their contract expire if you want to keep them. If you train them to a level above your manager level you can't re-employ them. You will have to wait until you level up to match the driver level and by then someone else might have employed them.
