I follow the question.

Are the internal attributes of the technical directors, chief designer and doctor worth anything? With the same level / stars.In other words, what the game calls "talent and experience"

I do not know if there is a difference in getting for example a doctor of 17 talent or one of 19 with the same stars.

That is all.

I'd say no, they don't play a factor. But there's a lot of small tech details involved.
