Higher level staff rated low

I have L12/20/12 CD who is rated 4stars, however in the transfer market another CD with L10/14/10 is rated higher at 4.5 stars. Age of my CD is less than the one in transfer market.
Both CDs’ strength is in accelaration. My CD’s weakness is downforce, other one’s is braking.

What can be the reason for this? Are these staff trainable to increase their rating?

Only thing that matters for staff is the stars rating ignore everything else except for CD when take into account strength etc

That is my question..What is the logic behind the star rating? How can lower talent level staff have higher rating than higher talent staff?
