Very slow qualification.

I am experiencing one issue for a long time now. In the second half of the season, when the car specs are already maxed out, I am getting terrible results in qualifications, even though I've tried changing pilots (also maxed out). I have good pace during the race, but the qualifications leave no chance to fight for the victory. For example, during this season I didn't have a single top-5 finish and only one in top-10 since the Hungarian GP, which is unacceptable for a player of my level trying to fight for titles. As you can see from my level and experince, I am not a novice, so I don't ask such questions too often. I would like to know, what's wrong. What is the problem and is it a bug?

the reason is that everyone maxed the car and everyone has top drivers, so basically everyone has the exact same speed and there is no way to gain an advantage, so on average you should qualify 16 or 17. everyone has the same Situation in good high level leagues. i started yesterday 25 and 26 and today 13 and 27. 
when you are faster in race you have a better strategy and/or race Management.

My starting positions much below average. My rival has average qualification on 4-5 positions better on the same cars.

Mine this season so far, too, and there are some players who were really lucky this season. The good thing about this situation is that it was the other way round in previous seasons and it will be different in the Future again.

This has happened to me too in League of Legends (on one of my other accounts). In season 5 I only qualified in the top 9 twice (I think) when there were 16 cars on the grid (identical quali tyre compound). I've had to fight through the field every single race. Still finished 2nd in the championship though.
