How does driver ballast work is it something I turn on.just trying to level up the league for the managers that have lower level drivers

Ballast is applied to any manager who is a higher level than the tier limit. It is not an option that can be turned off/on as it is an automatic occurence.

Over level 8 in rookie - ballast

Over level 14 in pro - ballast
It's important to get promoted as early as possible before getting ballast because it will slow you down a lot

Key Note: Ballast cannot be applied in Elite as the level limit is 20 in Elite, and you cannot get higher than level 20.
