To use KERS, you must watch the race on 2d or it can be activated from the live timing?

I don't think it can be used from live timing - you would have no idea where on the track the driver is, so manually using KERS would be impossible. But your driver will use KERS on his/her own (as far as I know), unless you put it to manual mode in 2D.

In 2D, you have the option (Defaulted to On) to allow drivers to use KERS automatically.

In Live Timing, the same option is enabled, so don't worry, your drivers will have KERS.
