Target Nation on the Young Driver Academy?

I just hit Level 10 and bought the YDA, and I have a question about the Target Nation option.

Do you have to pick a target nation to have it populate after a race, or can you leave it set to none and have it get drivers from anywhere?

I think you have to pick a nation. If you don't, you won't get any drivers that race.

If you leave to none, you will get drivers from the country of None.

Yea i did it the 1st day  in december and you get ZERO drivers.
