Hello. Can my drivers talent grw up? It is now with level 2 of talent. Can he grow to a higher level?

Talent doesn't grow unfortunately, but that is why transfer markets and Young Driver Academy exist. As one can find 20 talent drivers at much lower levels of development. Those 20 talents are much faster than a 2 talent at the same level.
