In my leauge there are several L17 or L18 players, with L20 drivers (5 yellow stars) I'm at L19, both my drivers are fully trained - every stats are 20 continuously trained but both of them are only level 18 with 4.5 yellow stars. How it is possible? As I guess currently both drivers perform at a lower rate compared when my player level was only 18. How can own a L17 player a L20 5 star driver?

It's normal that drivers with maxed out skills top out at level 18 or 19. Level 20 drivers are a result of a script run by the devs some months ago that changed the levels of all fully trained drivers of the time to 20 and if you check those drivers they are likely to be with their teams for almost a year now. But don't worry, for drivers level or stars do not change their performance, only skills do. So the only effect of drivers not reaching level 20 is that managers like us, that haven't reached level 20 yet, have an easier time to fully train drivers.
