I'm not sure if it's a bug or not.  I've been trying for couple of days now to get a 5 star CD and TD for level 13.  There are lots of 4.5 stars 13 level but not 5s.  Every other level I've been at has been very quick to sign someone

Don't sweat, 4.5 and 5 star CDs yield the same number of dp providing they're at the same level as the manager/team.
