the only way you guys are going to get great drivers and cheap are by having an academy. but you will be lucky to shurn one out at the levels you are talking about. Yes it does happen but its rare.
So you will just have to pick and choose what is on the market at the time or keep going. There are some tough times in this game and you just have to work through them. Even if you did get a level 20 driver it will take you a long time to fully train them at your level also.
Look for a 12 to 15 level driver at your manager levels!
