Simple curiosity: if drivers' health is at 95% 1hr before the race, will it be at 100% for the start or the health get's 'locked' right before?

Health goes up on the hour. So if your race is at half past the yes definitely. I would imagine it does though anyway. Look at your driver health indicator in the race.
