League search doesn't show leagues with 31 teams

What did you try to do?
I searched for leagues with these filters:
How many cars would you like to manage? 1 car
Which days do you prefer to race? everyday
What's a good time (doesn't matter)
Show password protected leagues? no
Show leagues with foreign languages? yes

What happened instead?
It doesn't show any leagues with exactly 31 teams in Rookie (I'm in Rookie), despite the existence of numerous of leagues having 31 managers in Rookie at any one point. It only shows leagues with 30 Rookie managers or fewer.

Can the bug be reproduced?
It's been occurring continuously for at least 2 weeks. Reproduces every time.

Also, the same bug happens with 2-car leagues that already have 15 teams. Such leagues also don't show up when you filter leagues.

I suspect it's an off-by-1 bug.
