I searched for leagues with these filters:
How many cars would you like to manage? 1 car
Which days do you prefer to race? everyday
What's a good time on these days for you? 22:00, 23:00, 0:00, 1:00, 2:00, 3:00, 4:00
Show password protected leagues? no
Show leagues with foreign languages? yes
What happened instead?
My Timezone is UTC-7. When I select anywhere from 22:00 to 4:00 for the "What's a good time on these days for you?" option (with all other options untouched), only English speaking leagues show up, despite me telling it to show leagues with foreign languages. (My default language is set to English.) When I select anywhere from 5:00 to 21:00, foreign language leagues show up correctly.
