One of the posts stated that Technical Director and Commercial Director have no effect on the game.

I fired my level 4 tech director, who predicted that my car would use 3.3L per lap.  I then auto-hired a default Tech Dir. and he predicts 4L per lap.  So, obviously there is SOME effect that Tech Dirs have.

Can someone explain what aspects of your team performance the different skill levels of a TD exactly affects?

The only change between technical directors is the litres per lap value they give you on the Next Race page. The director's experience value (on the triangle graph) determines the value. More experience = lower prediction / Less experience = higher prediction.

For future reference, your car will use about 0.7 litres of fuel per kilometer driven (varies with suppliers and push levels used). Sometimes less, sometimes more, but that value will get you pretty close.

wow so I shouldn't listen to what my technical director says about the fuel per lap, but I should calculate the bare minimum by lap length x 0.7L x number of laps?

For me atm, the best technical director would be yourself. Back tracking, learning from your past races and adding a little bit of gamble/predictions on your strategies are much more fun than following what your technical director predicted.

All of them. During my time on the game I have used every supplier there is at one point or another. From my memory (which is admittedly poor), I've seen as low as 0.67 L/km (low push with good suppliers) and as high as 0.74 (high push with poor suppliers).

The best way to figure your own fuel consumption is to take it from your post-race data. Here's an example.



Take your initial amount of fuel (55L in my case), and subtract from that the amount you had at the lap of or before your first pitstop (the lap of if your pit box is after start/finish; the lap before if your box is before; here, mine is 5.7L on Lap 13). Divide the difference by the number of laps completed to that point (13), and then divide that by the lap distance in km (5.554 for Abu Dhabi).

((55 - 5.7) / 13) / 5.554 = 0.6828 L/km

This value will vary over the course of a season. You push harder at Monaco than you do at Brazil, and if you tend to run Hards that means higher push typically which also increases the average.
