How much does one liter of fuel weigh, and does the weight of the fuel and the rider add up?

I believe is .1kg/1Ltr.  

And yes, fuel weight affects overall car weight.

I`m not 100% certain, but driver`s weight has no effect on overall car weight. I am however, 99.8% certain at least based on personal experience.
