Do we start always in rookie when we join a new league? 
If not how does that work.

If u r joining a new team - yep - with 5000 rep points. But if u join a new league u join usually in the same tier as u left the previous. Unless u leave a league in elite tier join another in elite then get relegated after last race of season then u drop down to Pro - in this example. I think that’s how it works.
