Just curious why some people have doctors with one or two attributes really low and the other 20 or 19. I have seen this lots and I am very curious. Can anyone tell me why some people do this.
On a second note which one or two attributes are more important, or is it preference.

The only use for a doctor in iGP is to reduce the health cost of training drivers. Teams which are not in a hurry to train drivers would usually not invest in a doctor, especially as doctors command a salary per league race. The higher leveled the doctor, the higher their salary, the same goes for other staff.
Staff attributes don't have much if any importance atm. Only their levels matter. However for chief designers, their strengths and weaknesses matter as well.
