I would like too no why I have an extra 2 kgs stacked on my car this is not fair I’m still learning how too play this game.

To quote the help section:
"Ballast is used in leagues to handicap teams which exceed the regulated performance for the tier. In leagues, ballast is added as 1kg per level exceeding the tier level cap plus one additional kilogram. For example: a team that is 3 levels over the tier level cap would carry 4kg of ballast (3x1+1), a team that is 7 levels over would use 8kg (7x1+1) and so on."
The level caps are as follows:
Rookie- 8
Pro- 14
Elite- 20

I’m sorry I honestly don’t understand I’m only playing against work mates I’m just upgrading stuff and getting the best drivers I can I also have friends in pro that have guided me and I’m getting punished for it.

As I said in a mail I sent you, it is in oder to keep the gane fair. Without ballast, you would be untouchable. I can see that you are currently winning the Rookie Tier, so it doesn't seem to have taken that much of an effect on your reuslts.

It’s only been done today as I woke up I didn’t have this last night we will see how things go tonight if it affects me the only reason I won last night is the guy that was running first both of his cars ran out of fuel.

You are 114 points ahead of promotion after 6races, so I think that even with ballast, you will still be able to get promoted, and therefore lose the ballast.
