A level 9 Cd is pointless to you when you'll be looking for a level 10 soon after that.... focus on developing your HQ past level 10 to scout talent 20 drivers that will lead your team for many seasons to come.  Once you reach level 15, you can start focusing on keeping all your staff, excluding the DR at the same level you are as a manager.
