Levelling up your head of staff.

This would have been asked in the past, but there are too many posts to find it. Besides i'm too lazy to bother.
How does the head of each staff level up ?
The levelling bar on each of my staff doesn't seem to go anywhere.

Doesn't. You'll have to fire them and get new ones as you level up.
