I’ve upgraded my youth academy. Will I just see a younger and better group of drivers in the transfer section or do I go somewhere else and a selection of drivers my scouting team have chosen? Thanks in advance.

You have to go to your HQ and select/click on your youth academy. There's a green button with 'scout' for one token. Click the button and you will have a new youth academy driver. If you want to promote him click on the green thumb (cost is another 15 tokens) if you want to dumb him choose the red one.
Searching for high talented drivers only makes sense if your youth academy is sufficiently build out (level 10). Although I recommend an even higher level if you only want talent 20 drivers.
