Promotion band, s this normal?

I started a new league a few weeks ago and as I have recruited the promotion bands have gone to 4 teams in Rookie and Pro, so is this normal for a 2 car league, or is it in error?

Promotion and Relegation Zones

A league tier must be at least half-full for promotion and relegation to become active. Promotion and relegation zone sizes differ for the opening seasons of a new league, in order that all tiers get more populated more quickly. The full scale is outlined in the table below.

what happens if I recruit 14 pro managers this season? does the Rookie promotion band drop to 2 spots?

No, the promotion band is fixed for each season as Fabian pointed out. It doesn't matter how many managers are in the league.

so on this basis I could end up with 20 managers as a maximum in either elite and or pro then.  Not sure how that will work, but we'll see.

No why would that happen?

If you have 12 in pro and 16 in rookie 4 will promote and it will 16 in pro and 12 in rookie after that.
If you have 16 in pro and 16 in rookie 4 will promote and 4 will relegate and you'll have 16 in pro & rookie after that.

So the relegation bands are set to match and balance it out then, that makes sense thanks.
