Staff at the moment go only by the stars, the more stars the better the staff member. Staff attributes at the moment mean nothing in grading that staff member.

Taz is correct and to further answer your question, there is currently no way to improve or train staff. One slight exception to this is a high level Hospitality HQ should result in staff morale being increased to match that of the Hospitality level. However, in my experience this has no effect on the all important star rating that Taz explained.
