Livery purchases

If you purchase multiple livery designs should they then be unlocked always or do you feel you should pay for them again

Today I have noticed that when you by a new livery scheme and say you buy 3 or 4 different designs you still have to pay gold to use the ones you have already purchased. I feel this is wrong and any livery design once purchased should be unlocked and free to use.. 

What's your thoughts on this?
