Initially I put 10 designers on the chassis and got 7% increase
After upgrading to more staff I put 40 staff on the chassis and got a 7% increase
Is the increase always the same regardless of staff numbers?
Therefore does all the staffing numbers do is shorten the time period of delivery to the next upgrade?

That\'s correct. Designer skill determines how big the gain is, amount of designers determines how quickly it is done.

I improved my deisngers skill but nothing really happens to the development gains
Shall their skill increase the amount of improvement per part?
Shall their skill decrease the time needed to produce an upgrade?
The Chief designer level affects just the maximum level you can reach or also the time needed to produce an upgrade and/or the increase in performance gain?

This is a very old thread. I think now there's been some slight changes.
Designers skill levels are really only noticeable once you've developed them a lot. Improving your designers skill levels raises your maximum performance percentage for components.
I don't think designers skill levels decrease the time needed to produce an upgrade.
The Chief Designer maintains your maximum performance percentage for components. Meaning, without one, you cannot achieve your maximum potential. Also, without a Chief Designer, the development gains you get on components become very low and that in turn slows down your ability to keep up with or stay ahead of the competition.

So if I have something like 3% gains in performance every upgrade I get and I'm willing to get more I should hire a better chief designer? or this won't change a thing given that I'm pretty far by the maximum % I could reach?

I'm not sure if you've undersood what I said.
If your maximum performance for components is 79%, without a Chief Designer, that could go down to 74%, for example. Even worse, if you get new components delivered without a Chief Designer, your performance gains may be cut in half. If you already have a Chief Designer, you are fine.
Also, as you get closer to your maximum performance, your development gains will naturally slow down.
