Can anyone tell me what the chain link icon means during the race?I had this icon come up during todays race and I have no idea what it is.I could click on it but not sure what it did.Thanks.

I think it links the drivers instructions so you don't have to click on each individually if you want them both to do the same thing.
I don't have 2D so can't actually remember if this is correct.

Isn't it if you want them to follow your advanced strategy? Like tire changes according to weather conditions.

It's just what Jake said. It saves you doing things twice. Link them together and if you change the fuel/tyres on one driver, it does the same for the second driver etc.
If you manually pit them though (if it starts raining or something) you have to click each pit button individually though.
