From the discussion in our league i am aware of the fact that no matter the level, engineer and everything else, the basic car attributes are all 50. All but the engineer s weakness which is lower.

Hi Leon, a critical piece of information that you are missing is how many races were there in total for the "last season" that you are talking about? (this is important because next season design depends on the numbers of races in your "current" season)

There were 20 races

If you have a 4,5 or 5 star CD of the same level as you, then he generates 2,5 design point per race for "normal" attributes (more for strength and less for weakness). If you have 20 races, you will thus indeed start the season with all attributes, except the weakness, at the maximum start value of 50.
You're now going into a 15 race season, so at next season start you will again see lower values.

I get it. As now the season is only 15 races long i am perfectly fine with it, but i think you should consider changes just in case the season will be longer

I (and many others) agree. That is also the reason why season length is limited to 15 at the moment. Making longer and customizable length seasons available is on the to-do list, but it requires a lot of extra work around it, car development is one of those.
