Is it useful a commercial if I don't have merchandise? Or can I hire a cheap commercial without any problem?

You may have the cheapest commercial manager until level 5 when commercial sales are available. Even then it is not clear that your manager makes any difference, only the level of your marketers.  Until level 5 you may move all your marketers to design or engineering since you don't need them as marketers.
