Hello to all.

From beginners to professionals, 
from professionals to the elite.
As the owner of the league.
I want to hear the opinion of the developers. A lot of support group receives requests to transfer accounts manually. I want to put this work on the league hosts.

Why should the support group do these little things with deeds.

No, it's wrong to do that, it could be seen as favoritism or you could promote someone who isn't ready and they'd only suffer and probably drop back down again anyway. 
Promotion should be earned.

The group is about level 11, the elite group is level 12.  After these rules, you can move the player’s account.

In my league there are now 4 players in the pro group, they themselves can’t move automatically.  I need to contact each time a support group.
Why bother trivia support group?

Having a league in which there are too few players in a particular division isn't unique to you. The league I race in currently has only 5 in the Rookie division but they understand that either they must be patient and wait for more to join or move to another league. Our league is friendly and well run and as such, they all decided to say, to learn the game and when more people join, they know that they'll be better prepared.
If your players aren't prepared to wait then might I suggest making the league good enough to make them want to wait. 

You are right.  I want to make my league good so that players want to play for many years in my league.  To do this, I should have more power over the league.  Why then have the right to create leagues?  When the league master does nothing, the league master is an empty place.

I propose to reduce the number of players to increase / decrease.  For example, up to 4 players.

There is plenty for the host to do. For example, our host has put in place a Two Tyre Compound Rule where 5 of us take it in turns to choose which 2 compounds we race on in the following race. It's a challenge and is way better than everyone using Softs all the time.
A new rule for this season is a late race boost ban, no one can use their boost in the final 15% of the race. 
These two rules are making the racing really good and everyone is enjoying it.
So to say that the host does nothing is wrong, you just have to be inventive. If you can't be that, then maybe being a host isn't for you
