I agree with Nick Greene.
Take a look at your past season's race. It's more accurate than your Tech Dir's advise.
Example
START Hard Tyres, 38 liters of fuel

3.7L is the most. So it's better or safer to base your load from it.
So if you are planning to run from it, a

As for the race strategy, take a look at your rival's previous seasons. (hehehe)
