Not really sure it would make that big of a difference. Maybe for round 1 especially if it is Monaco, CDs could be picked to have an optimal car but around most other track for R1 any arrangement of 3 good CDs will get you something close to the fastest possible car. And with how mixed Qually is that's about all you should need. After that the advantage will fizzle out anyway and 14 rounds are more than enough for a more talented or "faster" manager to get to the top.
