Hi,

I'm not sure if this is a bug or just some kind of internal mechanic to balance out league competitors, but here I go: I'm the host of a league called "Pro Evolution Racing" where so far me and a friend were racing. Suddenly, a third driver joined who just started and is on Manager level 1.

However, we checked the Research page and his car is way more advanced than ours, as you can see below. You can also see his level and Chief Designer in this post: https://imgur.com/a/tghFhHn 



How is that possible? Is the initial research a random value and he just got extremely lucky? or is it the same for all teams but this is a bug? Or how does it work?  In another league with way more people, a friend of mine also had better initial research than me

It's not a bug but it looks like it's a small loophole in the game design of how design points are allocated in the special case that the league is in the middle of its first season. Into the first season all teams start with 1 design point everywhere, all following ones the starting car is based on the CD(s) you had active in the season before. 
Now if you join a league while the season is in progress, after the first and before the last race, your design is calculated based on your active Chief Designer (CD) in the same way your next season car design is developed, 0.5 design points per star per race in every stat (the displayed star rating is however slightly buggy, for example a CD that is shown 4.5 stars despite being the same level as the team will still generate the full 2.5 dp per race) with a 50% bonus/malus on the CDs strength/weakness. Additionally a joining manager gets 1 dp  (Rookie tier, Pro would be 2 and Elite 3 respectively) per already passed race to freely spend. In all seasons but the first that's a weaker design as established teams started already with a fully developed car into the season and generate more points than 1 per race with their HQ, but in the first season, especially of low level managers, the resulting car would be strong because the established managers would need to generate 21 dp per race starting from a 1 point design to come out equal (although they have the advantage to (mostly) freely choose where to put those points).

As it's just one race left in the season I'd see it as a challenge, next season all cars get reset and start based on your choices of CD.

Alright, I understand now. It felt like a bug, and probably it's something the game design should address but as long as it happens only in first season, I guess the severity is not that high.
