Driver/Staff stars meaning

Hello, can someone help me understand what's the difference of Driver/Staff stars and that number inside brackets?

As example my 1st driver is 4.5 stars but the number inside brackets is 3, and my second driver is 3 stars and 2 inside brackets. A driver with more stars is better than another one with an higher number inside brackets?

The number in Brackets is the Driver/staff level. The higher the level, the higher the number of stars will be higher. 
Don't worry if the D/S level goes above your manager level, you can still use them. 
You cannot buy Drivers or staff who are a higher level than your manager level though.

Stars are relative to your manager level. If u level up, stars of your personnel might drop.
